A Notice of Eligibility is the Maritime and Coastguard Agency's confirmation that your sea service, certificates and training record qualify you to sit the oral examination for your chosen certificate of competency. Without it, you cannot book the oral. With it, you hold a formal invitation valid for a limited period — typically three years from issue, though you should always confirm the current validity stated on your own notice.
Before you apply
Check three things before submitting anything: that your seafarer's discharge book and testimonials support the service you are declaring, that your STCW certificates are current, and that your training record book — if your route requires one — is properly completed and signed.
The application itself
Applications are made to the MCA's certification team with the appropriate application form, the fee, and your supporting documents. Apply early. Processing times vary through the year, and your revision plan should be anchored to a realistic NOE date rather than an optimistic one.
